Riddle Me This

Why is it that commercials on TV have such a higher volume than the program you are watching?

And why is the volume level on most programs on TV so low?

Can't the 2 just get along...then I wouldn't have to adjust the volume every time the commercials come one...only to turn it back up to hear what people are saying during the show I am watching.

Anyone have a clue as to why that is so common now?
